David Leo Lawrence was born in Pittsburgh, Pa., on June 18, 1889, and was educated at the University of Pittsburgh. Lawrence's career in politics saw him serve as Secretary to the Commonwealth of Pennsylvania under Governor George Earle from 1934-1939. In 1945 Lawrence was elected Mayor of Pittsburgh, a position he held for 14 years until 1959 when he was elected Governor of Pennsylvania. The Allegheny Conference on Community Development (ACCD) was organizaed in 1943 as the Citizens' Committee on Post-War Planning. The Committee was established to improve Pittsburgh from a dirty, smoky, easily flooded place where no one would voluntarily live into an improved city that could benefit from the post-war recovery period.
